Board of Directors and Staff
RCD Board
The RCD is governed by a seven-member Board of Directors comprised of locally appointed officials who serve without pay. As public officials representing landowners and the general public, directors assume a leadership position within the District by providing direction in the community's natural resource programs.
Directors may be elected or appointed by the County Board of Supervisors. Due to the cost of elections, the RCD of Greater San Diego County chooses to have directors appointed.
Associate Directors are officially appointed by the Board as advisors to broaden the Board's range of expertise and to assist with programs. A district may recruit an unlimited number of Associate Directors.
Board Meetings
The RCD Board of Directors hold regularly scheduled Board Meetings to conduct the business of the District. Meetings are open to the public and guests are always welcome. Currently, meetings are held on the first Tuesday of each month.

HAROLD HILLIKER
1942-2009
RCD BOARD MEMBER 1991-2009
On Friday July 31, East County lost a true friend, Harold Hilliker. Harold was a wonderful supporter of conservation and staunch friend of the community in which he lived and worked. In addition to owning and operating a three-generation business in Lakeside, Hilliker Egg Ranch, and Harold served on the Board of Directors of the Resource Conservation District of Greater San Diego County for 19 years and served as a Lakeside Union School District Board trustee for 24 years. Harold was a life-time resident of San Diego County who lived and worked in Lakeside since 1952; he graduated from El Cajon Valley High School in 1961 and before attending Cal Poly San Luis Obispo. Harold was also a graduate of the California Agricultural Leadership program.
Harold’s credo was to “give back“ to his community and its children which he did unstintingly through his dedicated involvement with groups such as the Resource Conservation District, the San Diego River Park Conservancy, Lakeside River Park, San Diego County Farm Bureau, San Diego County Fly Abatement Board, Riverview Water District, Boys & Girls Club of East County, and the San Diego County Republican Party. He was also livestock superintendent at the Riverside County Fair and National Date Festival, a lifetime 4-H Leader at large, and sponsored local Little League teams and high school athletic programs. For over 40 years he served as livestock superintendent for the Del Mar Fair and, for the past several years, he was livestock superintendent at the Riverside County Fair and National Date Festival. Harold’s selfless acts of volunteerism will always be remembered by the people and community he loved.
In 2005, the Lakeside Chamber of Commerce honored Harold with its Harry J. Spence Lakeside Citizen of the Year Award. Harold also loved deep-sea fishing, traveling and spending time with his beloved grandchildren. His passing leaves a gaping hole in our community and in our hearts. In honor of Harold’s memory, the RCD has named its annual scholarship program after him, the
Harold Hilliker Scholarship Fund. Four $1,000 scholarships are awarded annually to deserving high school students throughout San Diego County. For specific information about our scholarships, please go to the RCD’s website, www.rcdsandiego.org.
